This much is certain: Ontario is driving ahead with its new highway to the border.

The U.S. half of the planned new border crossing appears stalled, and Windsor is demanding changes to the new border route through the city. But Ontario is bulldozing forward with its Windsor-Essex Parkway.

"This is going ahead. This is going to happen," David Livingston, president and CEO of Infrastructure Ontario, said Thursday in announcing three consortiums of top companies from Canada, the U.S. and Europe that will bid to build the parkway.
